Yes, in some fields and some universities there is a good relation between them. For example in "sanat naft" university that you mentioned. Also "Malek ashtar" university that works on military projects. Or "Shahid Abbaspour" university in Electrical engineering field.
Also in top universities the situation may be good.
Also in other universities, one can do a good projects that can be useful. But I think the reliance of universities on the ISI journals and taking them as an index to evaluate the value of academic works, may guide students to do some unusable projects.

In some fields such as making decision about constructing new factories and placement of them, there is a gap between industry and universities. In industry, there is many examples that a factory has been built in an unsuitable place. For example a factory has been built near one small iron mine that is in a weak point of electrical power network, and the water and electricity should be brought from an other place that has iron mines too. Working in this field needs to have information about many engineering fields and can be a big project. But some academic works focus on computational time needed to solve the problem that is not an important problem in practice, but it is possible to generate ISI articles by doing such works.
